Walkthrough

To start, talk to Brother Kojo who is located in the Clock tower, just southwest of Ardougne Zoo.
he'll need your help and ask you to bring 4 different cogs from the basement to fix the Clock tower.

Black Cog

Make sure you have a bucket of water, or are wearing ice gloves. go down into the basement from the Clocktower and walk north eastern until you see four colour squares on the floor, enter the north western door, and follow it until you see some spiders, and fire on the floor, you'll see the cog in between the flames, either use the bucket of water on it and pick it up, or wear you ice gloves and pick it up, return to the basement ladder, and place the black cog on the black spindle.

Red Cog

Return to the coloured floor tiles and enter the south eastern door, follow the path until you see some level 53 orges, run past them and pick up the red cog. Return to the ClockTower and place the red cog on the red spindle on the ground floor.

Blue Cog

Head outside and walk north easterly along the Ardougne zoo fence, until you see Brother Cedric, you'll see a ladder near him, head done it and follow the long path until you see a odd looking wall, push it and pick up the blue cog. Climb up the ladder next to you, head back into the Clocktower and head to the first floor, place the blue cog on the blue spindle.

White Cog

Go back into the basement and head to the Northwestern corner, and pick up the rat poison, then head east from your current location until you see a cage full of rats, click each lever on the wall once, and then walk into the cage, use the poison on the food trough, and all the rats will die, head to the door where the cog is behind and open it, pick up the cog and then return to the clocktower, place the Blue cog on the blue spindel on the top floor.

Finish

Return to Bother Kojo and tell him you've fixed everything, he'll them reward you.
